Meantime, it is business as usual across our three campuses and central administration as we prepare to begin the new academic year.” The University has sufficient resources to sustain operations and payroll for the month of August, and the payroll and other essential bills will be paid, according to Knorr. On Tuesday, University of Illinois President B. Joseph White asked staff members in an email message to report to work as usual despite uncertainty about the state’s budget situation. White expressed confidence that the state’s leadership would reach resolution on a fiscal 2008 budget. The state had been operating on a temporary one-month budget, which included higher education, since fiscal 2007 ended on June 30. Also on Tuesday, Illinois Governor Rod Blagojevich issued a statement to state employees asking for cooperation to avoid a shutdown in government services on August 1 by reporting to work. Pagano as Interim Dean of the College of Urban Planning and Public Affairs, pending Board of Trustees approval, effective September 1, 2007. Dr. Pagano’s appointment comes upon the departure of Dean Robin Hambleton, who is leaving UIC after five successful years to return to the Faculty of Environment and Technology at the University of the West of England in Bristol, UK where he will serve as Professor of City Leadership. An international search for Dean Hambleton’s replacement will commence in September. Michael Pagano joined UIC in 2001 when he became professor and director of the graduate program in Public Administration. As director, Pagano led the Public Administration program through a rigorous, successful reaccreditation process in 2007 by the National Association of Schools of Public Affairs and Administration. The program remains Chicago’s only accredited Master of Public Administration degree. Pagano along with others in CUPPA also spearheaded the formation of a dynamic new undergraduate degree in Urban and Public Affairs, the first of its kind in the field of urban studies. Prior to UIC, Dr. Pagano served as professor of political science at Miami University for over twenty years. Dr. Pagano is an elected fellow of the National Academy of Public Administration, a recognized expert on infrastructure and city finances, and co-editor of Urban Affairs Review, one of the nation’s premier academic journals in the field. He has authored or edited four books, The Dynamics of Federalism, Terra Incognita: Vacant Land and Urban Strategies, Cityscapes and Capital, and Cities and Fiscal Choices. He has also published over 70 articles on urban finance, capital budgeting, federalism, transportation policy, infrastructure, urban development and fiscal policy in top journals internationally and has presented his research extensively in the U.S., Europe and Africa. For the past four years, Pagano has served as principal investigator in the Pew Charitable Trust’s Government Performance Project on the infrastructure management portion on grading states’ management capacity. Since 1991, Pagano has written the annual City Fiscal Conditions report for the National League of Cities and since 2003 he has written a column called “The Third Rail” for State Tax Notes, which examines contemporary local government fiscal issues. Pagano earned his B.A. from the Pennsylvania State University and a Ph.D. from the University of Texas at Austin. His teaching and research interests include municipal finance and budgeting, federalism and intergovernmental relations, urban policy, and capital budgeting and finance. The College of Urban Planning and Public Affairs is on an upward trajectory and I am confident that Dr. Pagano will carry on the college’s success as we recruit the next dean. The increase totals $13.3 million, or 1.9%, and brings the University's total general revenue fund appropriation to $722.3 million (including legislative initiatives) for fiscal year 2008, which began on July 1. Having our state appropriation finalized after an historic budget legislative session provides the University with certainty now about state funding for fiscal 2008 and allows us to move forward with a salary program, which I have authorized. In addition to the base appropriation, the state will contribute an estimated $441 million in fiscal 2008 to U. of I. faculty and staff pensions and health care, bringing the state's total assistance to $1.16 billion of the University's $3.9 billion annual budget.
