Ê Sanction Checks at Point of Offer (Policy #323) All covered applicants will have a sanction check initiated at the point of offer and completed prior to beginning employment at UIC.Ê Under unusual circumstances, subject to approval by the appropriate Vice Chancellor, the applicant may be hired conditionally in a covered position pending the results of the sanction check.Ê Costs associated with sanction checks will be paid by employing units. Ê Annual Sanction Review for Employees (Policy #324) UIC will perform an annual sanctions check on all covered employees. No person will be retained in a position requiring an annual sanction review if that person is a match on any government exclusion listing.Ê An employee has the right to obtain a copy of the report and may challenge the accuracy and completeness of the report with the reporting agency. Ê Establishing Academic Professional Positions (Policy #404-01) The University of Illinois at Chicago will establish Academic Professional positions based on exemption criteria set by the State Universities Civil Service System (SUCSS).Ê Determination of whether or not new positions will be approved for exemption or existing positions modified will be based on a review of the essential duties, scope and level of responsibility as well as a consideration for other positions with the same or similar internal value to the organization, as documented in the job description.ÊÊÊ Ê Lifelong Learning and Educational Access Program (LLEAP) (Policy #603) LLEAP focuses on life-long education and skill enhancement, provides opportunity to participate in educational development beyond mandatory training needed to perform job duties, and is directed to the general development and advancement of employees. Tynan, deputy executive director of marketing for the Respiratory Health Association of Metropolitan Chicago, will join UIC on Feb. 18 as executive director of marketing communications in the Office of the Vice Chancellor for External Affairs. Kevin brings a wealth of experience to this position. At the Respiratory Health Association (formerly known as the American Lung Association) since 2001, Kevin has been responsible for planning and implementing the association's marketing goals, brand management, development of internal and external communications, and community and policy strategies. He worked on passage of the 2005 Chicago Smoke-free and 2007 Illinois Smoke-free legislation, developed a marketing strategy for the City of Chicago's flu vaccination program targeting minorities, and developed an award-winning teen anti-smoking campaign. He was also instrumental in garnering national attention for the Hustle Up the Hancock event, the association's largest fundraiser. From 1980-2001, Kevin was president of Tynan Marketing Inc., a $2 million consulting firm specializing in banking, healthcare, political and minority marketing. He developed marketing and communication strategies for more than 90 clients, including Cook County, Ravenswood, Bethany, Holy Cross and Northwest Suburban hospitals. From 1976-1982, Kevin served as vice president for Skokie Federal Savings, where he spearheaded the bank's marketing campaign, achieving the fastest savings growth of any major Illinois financial institution. Kevin holds a BS from UIC's College of Business Administration and an MBA from Loyola. He has won numerous professional honors and is the author of two books, "Exposure: How to Market So Your Message is Unavoidable," and "Multi-Channel Marketing: Maximizing Market Share."
