Ê Dr. McBride currently serves as chair and Leon Forrest professor of African American studies and professor of English and communication studies at Northwestern. Ê Under his leadership, Dr. McBride established Northwestern's African American studies department as one of the top programs in the country.Ê He directed a complete renovation of the program that included extensive revisions of the undergraduate curriculum, recruitment of leading scholars and increasing the amount of black studies core and affiliated faculty members. Diane received her bachelor's and master's degrees in psychology from Illinois State University and her Ph.D. in counseling psychology from Northwestern University. In addition to her distinguished service to UIC, she has held psychologist and counselor positions at Illinois State, Northwestern and the University of Nevada-Las Vegas. "Immediate family" includes the individual's spouse, children, relatives (e.g., all descendants of the individual's grandparents), and the spouse of any of the foregoing. ¥ Preference ¥ The University of Illinois at Chicago gives preference in providing jobs to students who are enrolled at this University. Nevertheless, students who attend other State-funded universities are eligible for employment if they carry one half of the normal workload of a ¥ ¥ regularly enrolled full-time student at that institution. The group was comprised of individuals from the ProvostÕs Office, Dean of Students Office, Human Resources, Career Services, Student Financial Aid, and Continuing Education. Ê The review was needed for several reasons. The universityÕs federal work study allocation has remained relatively the same for the last three years.Ê However, during this time the number of UIC students participating in the FWS program has increased over 56%.Ê In addition, the State of Illinois recently passed legislation increasing the minimum wage over the next three years with the first increase taking effect July 1, 2007.Ê Taking these factors into account, the Office of Student Financial Aid (OSFA) was projecting a funding shortfall in the FWS program for the 2008 fiscal year without any changes relative to how the program is currently administered. Ê Recognizing that students employed on campus, especially during their freshman and sophomore years, have higher retention and graduation rates, the groupÕs main goal was to minimize the effects of changes on departments. Below is a summary of the changes to the Federal Work Study program and the minimum wage for the 2008 fiscal year:Ê Ê Wage Subsidy Currently the wage subsidy for Federal Work Study (FWS) is 75% with departments paying 25% of the studentÕs wages. The campus has used the FWS allocation for the 2006-2007 academic year with no remaining FWS funds available for the Summer 2007. Ê With the state minimum wage increasing and increasing demand for jobs, the subsidy must change.ÊÊ For the 2007-08 academic year, the wage subsidy will change to 65% with departments paying 35% of the studentÕs wages. This change in the subsidy should be sufficient to cover FWS employment for the Fall and Spring semesters and there may be enough funds to cover summer employment. Ê ÊMinimum Wage The Illinois State Minimum Wage is set to increase from $6.50/hr to $7.50/hr effective July 1, 2007.Ê As a result of the required increase, it will be necessary to raise the lowest level of the UIC student employment earning scale in order to comply with the state minimum wage law. Additionally, the increase will impact the existing earning scale and cause a wage compression issue.ÊÊ Ê Therefore, for the 2007-08 academic year, the lowest level of the wage scale will be raised $0.50/hr and all other wage rates will be increased by $0.25/hr.ÊÊÊÊÊ Ê Based upon current data available, it appears that there would be adequate FWS funds available for the 2008 fiscal year. The Office of Student Financial Aid will closely monitor earning trends and advise the campus accordingly. Given that the state minimum wage is set to increase once again on July 1, 2008, the wage scale and possibly other changes will need to be addressed for the 2009 fiscal year.Ê Ê If you have any questions regarding the changes to the wage subsidy, contact the Office of Student Financial Aid (6-3126).
